left;\"><strong>O Banco de Cabo Verde (BCV) anunciou hoje que considera leg\u00edtima e procedente a reclama\u00e7\u00e3o efectuada pela maioria dos bancos participantes do primeiro leil\u00e3o por julgar a recusa do Instituto Nacional de Previd\u00eancia Social (INPS) em disponibilizar o regulamento dos leil\u00f5es e a falta de partilha pr\u00e9via da f\u00f3rmula de c\u00e1lculo da avalia\u00e7\u00e3o das propostas como procedimentos opacos e incompat\u00edveis com licita\u00e7\u00f5es p\u00fablicas.<\/strong><\/h5><p>O veredito do BCV foi dado a conhecer mediante um comunicado de imprensa.<\/p><p><span style=\"text-decoration: underline;\">&#8220;Da an\u00e1lise efectuada, o BCV considera leg\u00edtima e procedente a reclama\u00e7\u00e3o efetuada pela maioria dos bancos participantes do primeiro leil\u00e3o, porquanto, o INPS, instado para tal, recusou a disponibiliza\u00e7\u00e3o do regulamento dos leil\u00f5es, assim como n\u00e3o partilhou, previamente, a f\u00f3rmula de c\u00e1lculo da avalia\u00e7\u00e3o das propostas&#8221;<\/span>, l\u00ea-se.<\/p><p>A falta de acesso pr\u00e9vio ao regulamento e \u00e0 f\u00f3rmula de c\u00e1lculo levanta quest\u00f5es sobre a legitimidade dos resultados obtidos nos leil\u00f5es, conforme a mesma fonte.<\/p><p>O BCV tamb\u00e9m mostrou-se preocupado com a precis\u00e3o da f\u00f3rmula de c\u00e1lculo para a avalia\u00e7\u00e3o dos riscos dos bancos participantes, destacando que alguns indicadores n\u00e3o foram normalizados em escalas compar\u00e1veis, resultando em resultados enviesados.<\/p><p>Conforme o Banco Central, caso n\u00e3o tivesse agido rapidamente, poderia ter ocorrido a desmobiliza\u00e7\u00e3o de dep\u00f3sitos no montante de 3,5 mil milh\u00f5es de escudos cabo-verdianos de alguns bancos para um \u00fanico banco, o que teria impactos negativos nos principais indicadores prudenciais de alguns bancos.<\/p><p>Al\u00e9m disso, o BCV questionou a racionalidade econ\u00f3mica subjacente \u00e0 escolha de determinados indicadores prudenciais pelo INPS, sugerindo que isso poderia favorecer determinados modelos de neg\u00f3cio em detrimento de outros, violando o princ\u00edpio da igualdade de tratamento entre os participantes.<\/p><p>O BCV concluiu que o processo de leil\u00f5es, devido \u00e0 viola\u00e7\u00e3o do princ\u00edpio da transpar\u00eancia, poderia ser anulado pelas entidades competentes.<\/p><p>\u201cPelo exposto, <span style=\"text-decoration: underline;\">entende o BCV que o processo de leil\u00f5es, designadamente tendo em conta a viola\u00e7\u00e3o do princ\u00edpio da transpar\u00eancia, seria pass\u00edvel de anula\u00e7\u00e3o pelas entidades competentes<\/span>\u201d, consta.<\/p><p>O banco tamb\u00e9m informou que est\u00e1 a trabalhar em colabora\u00e7\u00e3o com organismos internacionais relevantes para desenvolver medidas macro prudenciais que visam mitigar os riscos de alta concentra\u00e7\u00e3o a fontes comuns de financiamento.<\/p><p>De referir que os leil\u00f5es do INPS, realizados com o objectivo de rentabilizar os recursos, foram suspensos pelo Banco de Cabo Verde (BCV) em Janeiro, ap\u00f3s uma primeira comunica\u00e7\u00e3o proferida pela secret\u00e1ria-geral da UNTC-CS, segundo a qual \u201co BCN tem em sequestro 150 mil pertencentes ao INPS\u201d.<\/p><p>No comunicado, o BCV refere que recebeu, a 12 de Dezembro de 2023, uma reclama\u00e7\u00e3o subscrita pela maioria dos bancos participantes do leil\u00e3o promovido, a 08 de Dezembro de 2023, pelo INPS, atrav\u00e9s da qual os reclamantes alegaram falta de transpar\u00eancia do processo, nomeadamente no \u201cconcernente \u00e0 falta de comunica\u00e7\u00e3o aos concorrentes do regulamento do Concurso, do racional para a escolha dos r\u00e1cios elegidos e da sua pondera\u00e7\u00e3o\u201d, bem como preocupa\u00e7\u00f5es dos riscos para o sistema financeiro, devido \u00e0 natureza de depositante sist\u00e9mico do INPS, caso os leil\u00f5es n\u00e3o decorressem de modo transparente.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div
